Selling into Germany?

Here's what you owe, and who decides.

Zentrale Stelle Verpackungsregister (ZSVR) runs LUCID for packaging. stiftung ear runs the WEEE and battery registrations. We prepare the separate files and keep their numbers together without pretending one registration covers the others.

Who carries it

Two answers decide whether any of this is yours.

Where your company is established, and whether you sell to consumers or through a local reseller. Those two put you on one of four routes, and the route decides who places the goods on the market in Germany for the first time: the person the law calls the producer.

  • EU seller, selling to consumers

    You place the goods on the market in each country you ship to, so you are the producer there, even without a company in it.

  • EU seller, selling through a reseller

    Your local reseller is often the first to place the goods on the national market, which can make them the producer instead of you. It depends on the country, and it is the first thing we check.

  • Non-EU seller, selling to consumers

    You are the producer in each country you ship to. Several of them also require a representative established there, a role we can fill.

  • Non-EU seller, selling through a reseller

    Whoever imports into the EU usually becomes the producer. That may be your reseller, and it may be you. Several countries also require a representative established there.

Streams

Four streams. They never share a file.

Packaging goes to the packaging scheme, electronics to the WEEE register, batteries to the battery register. Mixing them is the most common reason a file comes back.

    Registration with LUCID and a system-participation agreement are separate steps. Packaging volumes are then reported to both.

    stiftung ear registers each brand and equipment type and issues the WEEE-Reg.-Nr. DE.

    Battery producers register with stiftung ear before placing batteries on the German market. Batteries inside equipment still count.

    We hold no documented source for textile in Germany yet. That does not mean you owe nothing. It means we will not put a claim on this page we cannot back. Ask us and a person will check it.

LUCID covers packaging only. WEEE and batteries go through stiftung ear. A LUCID number cannot be used for the ear registers or for another country.

Everything on this page carries the day we last checked its source. Where a value is not published by the sources we hold, the line says so rather than filling itself in.

Every line below is something we do, not something we obtain. The difference matters on a page about Germany: the register decides whether and when to accept a file, and no provider can promise otherwise.

  • File the declarations that follow, on the calendar Germany runs.
  • Record every response from ZSVR, stiftung ear and the schemes, and tell you what it means in plain English.
  • Resubmit at no extra fee if a file we prepared comes back.

Per country. Germany is one of them.

The same single fee applies everywhere we run. What changes between countries is what the scheme charges on top, and that is billed by them, never by us.

Questions about Germany

Three answers we give on every file in Germany.

They are the same three everywhere we run, and only the names change. The scope check answers the first one for your company in about five minutes; ZSVR and stiftung ear decide the second, which is why we say what we do about it rather than what we obtain.

Do I need a company in Germany?

No. This is built for non-resident sellers. Depending on the country and stream you may need an authorised representative established there. That's a role we can fill, and the scope check says whether you need one.

What if the file is rejected?

It happens, usually because a product spec or a company document doesn't match. We tell you what came back, in plain English, and resubmit once it's fixed. No extra fee for a resubmission on a file we prepared.

I already have a provider in Germany.

Keep them. You can start with the countries you don't cover yet, and the dashboard still shows Germany so your calendar is in one place.
